They already have balanced classes around 1v1, that's how you got things like the somewhat recent Conq revamp, which took them almost 2 years to fix ridiculous retaliatory damage, and even longer ago, the Ranger 2.0, which was a joke.

The only class that suffers in PvE is the ranger, and that is because the class is fundamentally broken. I suppose people can claim Guards are crap for PvE because of their low damage, but that's only because the other 2 tanks do so much more damage, which again, was built around 1v1 class balancing. I judge a tank by if they can hold agro or agro swap when needed, not how much DPS they do. But the community demands balancing around DPS, so...
