I see this on White Sands and you can interact with it but it does nothing. Was this a part of a quest that is no longer around?

Just did the quest some days ago. You need to be lvl15+ i think though.

There is a popup text if you are high level enough and have space in your quest log. There should be even a message in white on your global after you use it.
