As we can yet convert veteran tokens into relics at the veteran-npc its yet implemented and this only has to be added with a decent course.
There used to be a day where having raid gear meant you earned it and was part of a large group of people who were all competent and can work as a team to learn an encounter. Sadly with the introduction of tokens it's possible that a large majority of the gear out there is being worn by people who didn't put much more effort in than to just be a long for the ride.

Do you really want to bring up that discussion again?
How has a lucky ninja looter "earned" an item more than someone who participated in at least 3 raids of the type till the end?
If the gear leads to questions and communication like "hey, that is a cool helm, where did you get it?", it is a good thing.
If it leads to communication like "i earned this, because i am better than you!" or is used as a measure of "skillz", it is a bad thing.
Apart from that, tokens are not a bad way to ensure, that if people focus on certain content enough sooner or later they will get what they want (a fair measure to counter the otherwise random loot imo). Sadly it is NOT the case in AoC atm.
The veteran vendor also only works one way. If you could convert back raid tokens into vet tokens, it would be a true conversion.
What i am aiming at is a levelling of the "progress"/"time spent actively in game" ratio. Here conversion can only help, especially with the amount of items that need localized tokens (tears, MoA, raid tokens) combined with more general currencies (rare tokens, gold). If you combine this "levelling" with a lockout or questbound system and cooldowns, you can do it so, that absolutely NO harm is done to the people doing localized content now (unless you see someone wearing the same armor you got after a few months compared to his/hers years as "harm").

The only problem with relics being convertible into anything valuable for a higher-end character is that it will just lead to new characters getting PLed by geared toons again. T1-T2 raids are the onramp to raiding for new players, and it's good that it's possible for the typical new/ungeared raid to wipe occasionally.
I'd love to see relics buy weapons and accessories -- the only real reason to do T1 or T2, with the advent of Khitai vendor gear -- and/or to have a hard mode for each of the T1 raids where if you complete it with <X characters in the raid you get rares.

Always up for grouping with other HoXes: grinding, quest assistance, new HoXes, etc.
OP has a very good point imo. Stacking relics wich can`t be used on something is never a good game feature. This shouldn`t be hard to do something about either.
Some suggestions.
-Add some elements thats needed for crafting.
-Buy blue buff potions with them.
-Trade them for veteran points. (add more veteran stuff with it)
-Whatever really apart from trading them in for higher tier items. Those are and should be obtained for the purpous of progression. Not for a casual player to have another "wardrobe item to look cool in"
