Thief is level 21 last I looked, and technically if there could only be one legion, it'd be the Legion guild.

However, since a legion is just a numerical count, I'm not sure why we couldn't be legions. Heck, few guilds actually HAVE the thousand players, so if anyone deserves the Legion name, it's OTG.
