After you read these topic, one should sum up that the builds should be always different.
Basically, focus on Avatar for PVE, and on General/Possession for PVP if you want less effort to survive and kill.
Always take accessories with magic damage (not intelligence) and gear with magic damage and strength or combat rating.
- Remove daily rewards and the raid finder;
- remove membership bonuses;
- disable PVE XP for daily challenges;
- remove WBs forever on Crom;
- slow down the AA gain;
- lower the PVP XP gain or remove the streak system;
- remove AoE looting;
- add the missing mobs back to Khesh., F. of the Dead, and Eigl. Mount.;
- fix the 250+ms ping;
- take the key away from Saddur;
- revert T3, T3.5 (10.21.15), T4 (10.21.15), and GGG changes;
- remove energy and add skills (like taunt) back.

AA:
Get 3/5 in Ethernal Escape (CC break, really important to not die) then get Red Shadows with time training, after that get 4/5 in Ethernal Escape. After that get 3/5 in pressing and decisive then get the last point in Ethernal Escape. This should help pretty decently both PvE and PvP wise.
Build:
It looks good but I think you can move one point from Flame Lash to Clarity of the Mad. Also more than 1/2 in Molten Flesh isn't really needed.
Gear:
It looks good (if necklace and cloak are PvP gear), Death Ward (Brittle Blade) is a nice ring to get though since it provides tons of HP, armour and protection. There is also a pretty similar ring (level 6) you can buy with minigames tokens if you don't like PvE. You should also get the level 5 hands soon and you've some really nice gear and shouldn't have much issues with lvl 7-10 players if you're more skilled.
