Red Bars

Hi I was wondering if I could get some peoples thoughts on the following issue.

I just upgraded to Win 8.1 from 8.0. Around the time this occurred I started getting intermittent red lines occurring. Does anyone know if the red barring could be associated with Win 8.1 or some other issue.

Any advice would be much appreciated. Thanks in advance!

Have you changed anything else? Is it internet red bars, or FPS?

Need alot more information.

I haven't changed anything else other than the Windows 8.1 upgrade from Windows 8. I've been getting latency spikes of up to 4.8k constantly like a few times a minute and I have been rubber banded very often. I'm starting to think its not the game because I am noticing the same thing whilst playing LOTRO for a bit. I seem to freeze up and not move for a few seconds a once or twice every minute.

over the past 10 days I have noticed a lot more frequent latency spikes (over 4k), guessing its a server issue as fellow players had noticed it aswell, haven't been online in past 2 days to see if it has improved though.
