You have to be in the Night time Solo instance and they are in the Thirsty Dog Inn
But you can probably get better off the trader right now. Commanders Havasack have are being sold I think they are bigger but you can check.

There is no NPC in Tortage that sells a bag for 10g,instead there is an NPC in the Thirsty Dog Inn (night time) that sells a bag for 5 silver.Though is not that great.For better bags there is the AoC Store,Trader or NPC's vendors in Main cities and all that.

There is a vendor across from the trader in OT. They sell a 7 gold bag..

if you enjoy the game go to the online store find the biggest bag you can afford and get it. Simple. It will save you alot of upgrading of bags over time. If you REALLY like the game and plan on having mulitple toons get a bag that you can unlock for all your current and future toons.
Sounds silly spend all that on a huge unlockable 100+slot bag, but 99% of us vet have done it and most of us have upgraded bags a dozen times as we leveled our 1st couple toons.
