The urchin is gone now (confirmed). I have not tested, if there might be another way to continue, if you did not finish (maybe tortage traveller). But it looks funcom took the bad route again...

The quest took far too much time. I only managed it on a couple of toons because of that and that was really disappointing

When I saw how they 'deployed' this new quest, I knew he was going to be the method they used to stop people from initialising the quest, and holding it until they could finish at their leisure (it's a game, why not!?)
