It's possible but wouldn't fit into the pattern, that all the remaining bosses will spawn in Khitai.

Till now they spawned them in two zones at a time. And these two zones belonged to the same region (Aquilona, Cimmeria, Khitai).

Two unused zones in Khitai are left which are not reachable as f2p: Paikang and Karakorum
So there might be another boss there sooner or later.

The level restriction for Whitesands has been removed a few weeks ago. Probably to let level 80 chars get in there to fight another boss. And we still haven't seen one in Stygia. And there are plenty of zones in the old world to spawn bosses still unused.

So I am guessing this:
There might be another boss in Khitai. But most of them will spawn in the old world which f2p have fill access to.
