cant find the quest that lets me pick the tigers as a faction.got all the other ones from the first guy in NG but it does not list tigers v who ever they dont like.can anyone help on this?

You have to talk to the first guy in Chosain right below the steps of the huge Yag Kosha statue, he explains the war between the Tigers and Scholars and you have to visit each and choose one like all the other introduction quests.

I don't think the guy will have a question mark on his head all the time though...

Just kill a bunch of the opposing faction mobs until you get to +5000 faction for the one you want, take a lot less time.
