I am not sure what exactly you mean when saying "quest line".
People mostly speak about a quest line when there are several quests that are based on another, like you do and complete "Quest 1" which makes the NPC give you "Quest 2" - in that case you don't need to redo "Quest 1" if you delete "Quest 2".
But I think you are talking about quests that have several subitems, displayed in the quest log as I, II, III, IV, V and so on - in this case you will need to redo all parts of the quest if you delete it when being at let's say 4/6.
Normally you can pick up a deleted quest at the last completed step. If you've outleveled the quest, the NPC won't show an ! any more. If necessary, I think if you /petitioned a GM, he would check your toon's progress on that quest/quest line and put you onto the right track of where to pick up again.
