Queue system for pitfights

How is this supposed to work? I ask because today me and a guildy were in the same instance and he got in three times while I sat kicking my heels on the sidelines. Surely a properly functioning queue would see you eventually get to the front and not see other people continually jumping ahead of you. (and yes, I had the queue buff before someone asks)

Waiting 20 minutes... still nothing. First time in the Main Arena and the impression is good! Lucky there's two instances right now... except the second is bugged and no fights are running.
