Eiglophian Mountains: To Send a Message

Does anyone know the location to pick up the quest (or what or any pre-reqs)?

I've talked to every NPC and done every quest that I could find but just can't seam to locate this one.

When asking a GM:

[Kanura|Game Master]: I will confirm the NPC is in Eiglophian Mountains, and he should give the quest without any difficulties.

You can get quest in the hunting lodge (quest about missing ranger), after that, you must find bird with message in White Hand Camp behind the wall

The quest-giver is a woman hunter outside the hunting lodge, just to the right of the entrance. She's the same NPC who gives the quest to talk to Raelina the first time.

Thanks for the tips, but I had done all of those (including the dead bird).

Turns out it was "Hell's Whip" -> "To Send a Message" from Fendaen (1365, 660). I knew there was an NPC somewhere in a tower thingy but just couldn't remember where. As soon as I saw the area I remembered the BOSS that spawns from the portal.
