This is how it was last year, so chance is that it'll stay the same:

The Black Dragon appears in Tarantia Commons and Noble from the 24th till Newyear. Then the Winter King in Atzels Approach and Cornall's Valley will take over and appear from Newyear and a week into January.

will the world boss be on this Wednesday or the 31th ?

Portent will be appearing on the 24th and running for one week, de-spawning at the end of the day (server time) on the 30th. The next portent will appear on the 1st of January and run for one week also.
All world boss related changes will be kicking in on the first portent on Wednesday, this actually also includes some tweaks to the load limits for the adventure zones (less players per instance) this should make the fights more entertaining and should result in better performance overall.

I hope you also change respawn timers of WB if you tweaked number of people in single instance, and we will not wait for respawn 2 hours ^^

And you have enough spots in the instance so its not another Crom one hour executioner kill

It will be interesting to see if this works out, the most enjoyable world bosses have been those zones that were easy to get to, and the bosses without the annoying knockback.
