My male Barbarian class Cimmerian warrior named Atharr is currently at lvl (13) and Tina in Tortage needs my character to reach lvl (15) so that I can continue the City of Tortage Night quests missions in AoC, exactly what locations must I adventure at to successfully reach lvl (15) as speedy as possible folks???

I would probably say White Sands Isle. Most amount of quests of the 3 zones.

Start with some push-ups and squats, get some raw eggs and then head out into Acheron ruins, Underhalls, or White sands. The important thing is that you should mainly stick to one place, so you can unlock the quests for higher levels there.

Also you can talk to some guy inside that tavern and return to daytime questing. If you are in night time, there are no other quests than the destiny quest. Go to Daytime Tortage and it should not be any problem to find quests to do in the various places of Tortage.
