Bounty PvP quest issues

The solution is rather simple again:
Remove the standard pve xp as obligatory reward and move it into a potion or urn...so people like you can progress in pve through pvp and others can stay 39, 19 , 59 or whatever and still enjoy new pvp content.

The Quest Billboard is active in CE now on Crom (01:00 GMT Wednesday). I can pick up two quests, "The Pictish Menace" and "Blood Begets Blood". I need to kill people on the current stage of battle. The quest billboard says that is currently Khopshef Province.

Looks like the system is broken, and not isolated to CE like it is supposed to be.

The rest of the quests are in Khopshef, but it currently appears that we can't kill anyone, not sure if any quests are complete-able.

Edit:
The Arena of Death Event (Solo) : Caravanserai will start in 60 seconds.

PVP is enabled, groups work though, so it is broken.

Everyone not in group is green, but killable.

Edit 2:
[20:02] The Chosen of Gullah has started, the event will run for 720 seconds.
[20:02] Beepmeep is now the Chosen of Gullah.

With no pvp enabled zone wide, this event does nothing, except update the quest for the chosen.
