Morning,

well, WB's are by no means restricted to 80's only. Any one who's able
to make it in (and thru ) the spawning zone, can get some loot from
the boss and fullfill the part of the quest connected to this badie.

Besides, as far as i know, there is a WB-event planned for the white
sands zone near tortage. That's the reason why nowadays Lvl 25+ toons
are allowed to enter white sands.

They already have the batdemon to kick around. And like Hawkeye already said: Everyone above lvl 16 who can get off Tortage can participate.

You can easily get to lvl 16 in about 3 hours (and leave through the Smugglers' place after finding the pamflet and pick the "leave early" quest).
Worldbosses are up for 168 hours straight, so leaves you 165 to find and bash Worldbosses.
