Fix the "flickering" when tabbing outside game

I dont know if we should call this flickering or not and i dont know if this only affect us AMD users but it's only with conan it affects me.

When i tab out of the game more some reason my screen starts jumping around with like white lines here and there and reason seems to be the GPU lowing and raising the clock like crazy. This didt use to happen before with Conan when tabbing outside of the game but have been like this for several months now and wondering if Funcom is even aware of this or not.
It only affects Conan so i cant see how it would be an issue to AMD to fix but rather for Funcom to fix or together with AMD.
Asus AMD 7950 DC2T V2 none overclocked it's stock.

Anyone else with the issues?
Like white lines jumping around randomly when tabbing outside the game.

Yes i run with 14.2 beta 1.3 and tried with 13.5 .6 .8 .11 .12
