If it is restarting, then right-click on My Computer, go to Properties. In the Advanced tab, click Startup and Recovery. Then uncheck automatic restart.
If it is shutdown, then it can be either
a faulty or low-power PSU,
high temperature on CPU,
a faulty motherboard (for example, a USB port or a USB port with a plugged broken device, including the front panel, can even prevent computer from booting up) or a bent socket pin below the CPU (happened to me once!),
or a short-circuit on the motherboard somewhere.
According to your symptoms, this could be the first two (an overloaded PSU or an overheated CPU).
Motherboard, CPU pins, and short-circuits usually lead to being unable to start a PC for some time (usually starts up after cutting power completely) or at all.

Uncertainly Epic
Upgrade your power supply. Get at least a 650, and not a knockoff brand. Should you upgrade down the road, this will be enough.
