From one of those khitai God shrines maybe? They sure do have some wacky stuff in the game. Theirs one you get from killing that rare panda boss, and some out in paikang too.

I have only seen it on my Hox. It appears a lot outside BRC entrance in Kesh. Obviously the buff is nothing to fight about.

Talk about obscure **** nobody knows...
Must be an aftereffect of Stoneshatter spell, there's no other possibility with that name and location.
