You can make a new character and the NPCs in Tortage / Test Lobby can boost you up to t3.5 raid gear, its not absolutely ideal I know but it should make you competitive enough.

I intended to wait till after the event with feedback. But just a few thoughts I'd like to forward from my experience at the anniversary.

Consider boosting anyone within target range to level 80, it will make it a lot more fun for lowbies to actually do some 200 damage per hit rather than just 2, they will survive longer and won't feel they only leech their way to a kill. A big issue was murderpoints during the anniversary which we had to grind off afterwards, not fun at all. Boosting people to 80 will prevent this.
