Well some dungeons aren't really PuG friendly. PuG = loot seeking. It's rare to go in PuGs to find a nice atmosphere and bond with people and have a nice laugh. When you go with PuGs you're there mainly for loot, or eventually because you're bored or you've never done the place.
Therefore some instances are underused because of that and only done in guild / friend groupes. Not with PuG. It's a great instance none the less and hopefully will be done more often with the new quests.... but still in groupes and probably rarely in PuG.

    Vehl~The Pink Flamingo
    Vahlie~Redhead's bane
    Tisane~Kettle of Xotli
    Nvah~ . . .

In my opinion it's a catch 22, people don't want to pug because they know that the chance the team will have other experienced players is not that high, so experienced players shun them and there you go.
With Fort and Vile there is so little loot that the easiest and fastest way to get the loot is to simply organize 5 runs with the best players in your guild and go get the loot.

If the quest is on 20h cooldown and if the best loot is rare and you need maybe 50-100 runs on average to get the item then running exclusive with the guild may not be a option, and hence there's more pugs and more experienced players.

The only problem I see is that the items is not that sought after since many players may have better items from T4/T3.5 but we'll see. Still loots of players who only do dungeons.

KK for example would probably not be Pug'ed much if you only needed 5 runs. But you need 50-100 and there you go.

Maybe it will have a solo version
Palace was always intended to be a raid. The solo instance was going to be one of the three other dungeons, but that idea got changed into just 3 group dungeons sometime along the way.

99% of the open world content is for solo play.
That leaves just the question of the pay-off of doing it. Current rewards are gold and ressources, MOA with questing, the occasional caravan bags, and even more occasional rare drop.
The solo dungeons which are many and not limited to the 4 listed in the original post include the same rewards types, and in the case of the 4 dungeons listed, a number of rare tokens.
So what is lacking is not the quantity of solo content, which is already present, but the quantity of solo content that gives access to rare tokens to purchase gear.

Just adding rare tokens as an occasional rare drop from open world bosses flagged 'boss' with a tiny percentage of drop (dark commander, apes in paikang, ...) or as an occasional rare drop from the occasional caravan bags would be enough to encourage playing more this content by those who seek this kind of reward.

Also with the coming craft revamp, the resource drops / and common armor drops through salvage, might become very relevant too ?

Wasn't aware of coming unchained villas, that sounds good )

    This!
Nothing should hinder them to add special loot lists that are checked, depending on region and group size. There simply should not such a gap between no progression (solo questing old world) and fast progression (farming group instances). Also, especially for solo play variety is important, so i support the loot list addon of progression relevant drops. It should not make such a difference if i play tough solo content in the open world for 8 hours or do the isle of statues for 1 hour. The second binds me fully...with expanded general/boss loot tables i can abandon the solo play anytime and join group play -> better for MMO.
