premium member - characters still locked?

I recently came back after a long break, I unlocked 2 of my 8 existing chars in f2p mode. Once I resubbed to premium, it gave me unlocks for the remaining number. I still had to choose to unlock them though, there is a counter at the top of my character list telling me how many unlocks I have left.
Still have to chose to unlock each one though.

I had this same issue. I have nine slots, but 10 characters. This happens when you delete a character and it lets you create another making me have 10 characters, but 9 slots. Doesn't make sense I know.. Anyways if you buy slots you will be able to unlock that character. As a premium with no bought slots you get 8 if you buy the Turan Booster you get 9 and so on.
