How do I unlock the Khitan race?

I see the rise of the godslayer expansion on the cash shop. Does that unlock the Khitan race?

If I purchase the expansion and then cancel my subscription later, will I be unable to log into my Khitan characters until I resubscribe?

Yes, the expansion unlocks the race.

If you go f2p, you can still play any char you unlock, regardless of the race.
