    All current servers are merged into one PvE server, because the combination of no tokens and enormous amounts of fast-travel to everywhere in this game has caused world pvp to become next to non-existant. This server will be called Fairytale.

    A new server is set up that has faction based PvP, so it will be Cimmerians vs Stygians vs Aqulonians vs Khitai'ans, all classes will have several possibilities to change their allegiance. Tortage and major city hubs will be PvE, rest will be world PvP. All players will drop minigame tokens, bori tokens, pvp-xp or a combination as long as the victim is not more then 5 lvls lower then the attacker. Victim will drop substantially more if killed in an "enemy" controlled zone. Almost all fast travel is removed and the only paths remaining is the major city hub paths and the "path of azura"-path. This server will be called Warfare.

    After some time, if Warfare server is a success a third server is opened up that is Free-for-all-PvP, starting in Tortage. Much the same as Warfare, but no factions and players also drop items and money. This server is called Mayhem.

    Common for all servers, all guards are removed and consequence system with them.

    My dream server:
    Now I realize this is a lot of coding and not really a good fit into the original posters idea, but this is my dream server.
    The idea is to promote group vs group and guild vs guild warfare, and a political system where guild alliances could grow or deteriorate. The server is “policed” by the players because if one guild gets too powerful the others could attack its city and knock it down a few notches. Players would be accountable for their actions because if they farm lower level characters or just become a nuisance their guild would suffer the consequences of the others players guild (if they are a good guild they will support their low level player base or whatever).
    This would be a mix of PVE and PVP, with PVP only in the resource zones. This would promote group vs group PVP as everyone needs resources for building cities and crafting. All other resources would be removed from the other zones, or add small areas within the other zones that would hold resources and be open to PVP. Resources could still be a drop from mobs for the farmers. Also a reduction to all resource drop rates so they are more in demand over time.
    To promote group vs group a few changes would have to be made to some classes as each class would have a role to play, and the last thing needed here is for ranger fest which could describe the current mini game situation. A ranger’s role would be for scouting and support. They should not be able to one shot anyone, especially any mage class as typically mages have a magical defense or resistance to attacks. This is an entirely different thread required for the balancing of classes, so I will not get into it here any farther.
    When you die, a small amount of whatever you are carrying is dropped to the ground for the killer (or you if you can get back to the location in time) to take as bounty.
    Bori could be set up as just another resource zone, thus becoming the same as the others.
    Guild cities would be open to attack (damage walls and/or buildings) from anyone. Time restraints could be put into place so that a guild whose player base is in an opposite time zone could not destroy or damage another guilds city when they are asleep. A general message should appear over the chat stating that guild A has just attacked guild B’s city, thus warning any members online (or allies) of the attack on the city. Siege weapons and regular weapons (including pets) could all do damage to walls, buildings etc.
    Group setting may need adjusting, so all members of a group enter a zone in the same instance. I would recommend a max number to each group ( eg. 10) as a guild could have multiple groups attacking at any time, employing strategies to out maneuver their opponents.
    Instances would have a maximum number on the players allowed in that instance, thus reducing the lag associated with 200 against 200 sieges. Siege weapons could also be implemented (if not already – I’ve only been to one siege and was so lagged out I could not tell if any were there or not).
    A complete fresh server so everyone starts fresh, NO transfer of characters and NP PVP gear above T1.

    All these people saying disable this disable that...
    Removing content wont fix pvp.

    Fixing pvp will be what fixes pvp.

    Address the hacks. Fix the gear discrepancies. Revamp bori. Revamp the consequence system so that it actually works in so much that when you act like a murderous bandit you get treated like one. Make some progression content for pvp. Add stats back to the game.

    Wake up to reality FM guys, funcom need to actually go to work to fix this mess.

    dont need to revamp bori just make everyone pvp 10 with a button so the bads cant claim gear was why they lost
