it´s several posts of update notes, so you better check them by yourself on TL forums... meanwhile you can try this

The hosting service is doing some updates and all games are going down.

Pretty much it (and therefore no patch notes).

Regarding the Vale of Lost Women fix (and the dozens of other minor quest bug fixes) - this is the work of one of the quest designers who was let go.
As his last act he was going through the long list of quest bugs in the game and fixing them.
