I believe OP's point is not only that for many classes only 1 gold perk is viable, but also that for some classes, that very same gold perk is unavoidable and you cannot perform nor compete without it.
As pointed out, that kind of situation for a class makes the 2 other gold perks and 4 silver ones totally useless, as you just cannot afford to use them.

Those best perks needs to be innate ability; they made them best so it would balance the class by using only 'that' perk. There shouldn't be perks as powerful as VoM/BFC whatever. Making less powerful version of these perks as innate abilities would make more perks viable for classes.
Seems like Bears have it pretty good so far as big AAs go, then. I find Sleuth, Tree and Vision o' Sky to all be useful for different situations. None is a 'must have' - though needing at least one for K6's is smart.
Be careful what you complain about. Always possible Funcom will take your gripes to heart and decide to 'balance' some class AAs in future.

Is there a necro AA perk (gold and silver) that comes not with a drawback (e.g. more casttime, more vulnerabilities, ugly outfit etc.)?
also the dot on lifestrike has no drawbacks, even though the dot itself is barely noticeable....
